The Barotse Peoples Petition to Namuso is in order—while Zambian government secures K50 million to bribe the people as embattled Indunas seek arrest of the spokes person

  The petition presented to the Kutas (courts) of Saa and Siikalo followed proper Barotse Traditions and Customs articulated in our unwritten constitution. This practice saw the downfall of Ngambela Namakando Wina and Mufaya Mumbuna, Mwene Kandala and Mulena Siisii Mwanawina for instance.   Barotseland has an unwritten constitution which is understood by traditionalists. In short the system works like this:  
  1. An erring Litunga is adjudicated and removed by the people;
  2. An erring Resident Princes and Princesses are adjudicated and removed by the people of the relevant region;
  3. An erring Ngambela is adjudicated and removed by the people;
  4. Erring regional Ngambela is adjudicated and removed by the people of that particular region;
  5. Erring Kutas in full are adjudicated and removed by the people; and
  6. Individual erring Induna is adjudicated and removed by the relevant Kuta.
  For example the Saa can remove any erring Induna and only report to the relevant Litunga. The people can also petition to remove an individual Induna or the whole kutas of Saa and Siikalo. In each case, valid reasons have to be advanced, as was done on April 23, 2015. The affected Indunas are expected to oblige to be sat down on the mat and answer the charges, as per tradition. They should also be sat down and charged accordingly for insulting the people and violating Barotse Traditions and Customs.   Our unwritten constitution was described in 1938 by Mbikusita Lewanika as a Constitutional Monarch and not an Absolute Monarch. This means that the power really lies in the people and not the Litunga. The Litunga is, in actual fact, a swearing-in authority and, therefore, the Indunas' allegiance lies in the people. The Ngambela is the peoples representative and wields executive powers in the governance of Barotseland, but he is not above the people and so is the Litunga.   In the meantime, the broke Zambian government has secured K50 million to be used in bribing the people of Barotseland, including activists in an effort to continue its illegal occupation of Barotseland. We warn the corrupt Zambian regime that Barotseland is not sale. We also alert the Barotse to accept the loot, record it and report it to any nearest activist and those with access to the internet you send the evidence to bnfa.info@gmail.com. Please do the same to any acts of harassment from the Zambian authorities. All this will be used as part of our evidence in international courts and before the international community. The time has come to eject the illegal Zambian regime out of Barotseland. Already, the embattled Indunas are working with the occupying Zambia police to arrest Mwanamunyembele, an old man who volunteered to speak to the Kuta on behalf of the people. He has been summoned and detained at Mongu Police station today, April 27, 2015. I ask the people not to allow these acts of intimidation and interfering in Barotse governance any more.
