BNFA response to HH assertion on Barotseland

BNFA’s response to Zambia President Mr. Hakainde Hichileme (HH) assertion that there is no country called Barotseland or Western Province is ill advised. The Barotseland Agreement 1964 is a legal document and foundation treaty of the unitary state of Zambia, which is above the constitution of Zambia. The unilateral abrogation of the Barotseland Agreement 1964 means that there is no unitary state. So Barotseland is an independent country, illegally governed and occupied by North Eastern Rhodesia. If HH is serious on his assertion, we challenge him to sign the Permanent Court of Arbitration Submission Agreement, which we submitted to him on September 16, 2021.

The Barotse Royal Establishment (BRE) resolutions of January 28, 2024 cannot supersede the Barotse National Council (BNC) resolutions of March 27, 2012. We don’t subscribe to the nick name BRE, the correct institution is Brotse National Government (BNG) , which should now focus on the implementation of the BNC 2012 resolutions.

Barotseland is a member of the Unrepresented Nations and People’s organization since November 23, 2013 under the auspices of the BNFA. What is required is updating our annual membership subscription fees. The membership fees for 2024 are due to which we are all expected to contribute and respond positively when requested to do so.

Moving forward, we request the BNG through the Ngambela to:

  1. Minimize engagement with the Zambia government and instead focus on re-organizing our governance structures.
  2. Engage neighbouring countries and the international community for support.
  3. Focus on the developing Barotseland.
